A 2015 Navy infrared video from a training area off the Atlantic coast. A bright target’s image appears to rotate, and the aircrew sound surprised. Rotation of the image is not proof that a physical object rotated.
The public clip does not establish size, distance, or a disc. Ryan Graves has discussed other encounters in that training area. He was not the operator who recorded this clip. A conventional aircraft plus an infrared-optics effect remains possible. The Department of Defense confirmed the recording. It did not name the target.
